Mockup World, Unblast and Mockups Design are good starting points for free Photoshop files. ls.graphics covers 3D-rendered device scenes in PSD, Figma or the browser. Unblast
Unblast offers free mockups alongside fonts, icons and templates, 8,600+ resources in all, including a 3D mockups section. Files come as PSD, Figma, Sketch, AI and other formats, and no account is needed to download. Everything made by Unblast's own designers is free for personal and commercial use.
Mockups Design
Mockups Design publishes free Photoshop mockups and also has an online editor. Its footer says downloads need no registration, and its license allows any purpose, including commercial, with no attribution. You may not redistribute the source PSD files or resell them on stock sites. Its packaging section alone lists 5,400+ mockups.

ls.graphics has 300+ free 3D-rendered mockups of devices, branding, packaging and print, inside a catalog of 4,300+. Free mockups download as PSD, Figma and Sketch, and many also open in a browser editor that exports PNG or JPG with no Photoshop. The free ones are allowed in personal and commercial projects, including client work, but not for resale. You sign in to download or to open the editor.

Placeit says it has 160k+ mockups and works by dragging your design onto a template in the browser. It also makes merch videos, animated logos and 3D video mockups. Its free templates page offers some free mockups; the license terms are on its own license page.
Mockey
Mockey is an online generator with over 30,000 templates in 60+ categories, plus video mockups and a Figma plugin. On the free plan you can upload a design and download it as JPG; PNG export comes with a paid plan. You sign up before uploading, and its site ties commercial use to the paid features.

Pacdora is built for packaging: 5,000+ mockups, 3,000+ dieline templates and a 3D preview, all in the browser. It exports PNG or JPG, high-resolution renders, MP4 video and dieline files. You can browse, upload artwork and design for free; some export options need a subscription.
Which mockup tools make animated and video mockups?
For a moving device shot, such as an app demo for a landing page or a social post, look for a tool that exports video, not only a still image.
